Vigotsky's ZPD

I've found the diagram posted at this URL helpful in understanding the zone of proximal development and the recursive loop, as discussed by Wilson Nelson.

it looked like dependence occured in the first stage and independence in the second, third and fourth stages. Could dependence and interdependence both occur in the first stage. How does this fit with Nelson's learning theory?
